While TOMSA levy collections have increased over the last couple of years, the number of collectors has dipped. The TBCSA, which manages the collection of the levy, has indicated that it welcomes suggestions that contribute to the long-term sustainability of TOMSA, emphasising that the voluntary levy is preferable to a tax.
