A big section (35%) said that access had not improved, whereas only 24% said that it had improved.

Industry leaders have said that South Africa’s strict Administrative Adjudication of Road Traffic Offences (Aarto) Act will pose a significant barrier for wheel operators in the country after it was announced that it would be implemented last week.

A specific date for when it would be officially implemented has yet to be announced.
