The Department of Home Affairs has opened a second application window for its Trusted Tour Operator Scheme (TTOS) following a surge in interest from the tourism sector. The scheme, launched on February 12, streamlines visa processing for tourists from China and India through a fully digital platform.
Minister of Home Affairs Leon Schreiber confirmed that the latest intake follows technical upgrades to the system and high demand from tour operators eager to participate. This move was officially gazetted on April 4, inviting eligible tour operators to apply to join the scheme via the department’s dedicated online portal. Paper-based applications will not be accepted.
“As of April 3, the number of TTOS visa applications received daily has grown from 21 on the first day of operation to 165,” said Schreiber. “Over 2 000 additional tourists from China and India have already entered South Africa through the scheme – many who may not have visited under the previous manual visa system.”
The TTOS platform uses artificial intelligence to vet and select approved tour operators. The digital approach replaces the former paper-based visa process, which was criticised for causing delays and logistical challenges for large tour groups. Under the new system, digital visa outcomes for groups can be issued within hours.
The City of Cape Town’s Mayoral Committee Member for Economic Growth, James Vos, welcomed the expanded scheme, having engaged directly with Indian tour operators in a recent trade mission. “By streamlining visa processes, this initiative will strengthen the tourism sector and the broader economy,” he said.
Tour operators who participated in the first round have already reported operational benefits. Eric Yip, General Manager of SA Magic Tours, confirmed the company has joined the scheme.
“We’ve seen significant improvements in processing times for Chinese and Indian travellers,” Yip said. “It’s faster, there’s no need for passport endorsements and the system is easier to manage. We believe this will encourage more business travellers, particularly from China.”
The new process reduces delays and errors, enhances tracking and positions South Africa more competitively compared to destinations with slower visa systems, Yip added. He encouraged other operators to apply.
Applications to join the TTOS close 30 days after the gazette’s publication. Interested operators must apply online via the Department of Home Affairs website.
